Who is Tom Wolf?

Tom Wolf is an American businessperson and a politician currently, serving as the 47th governor of Pennsylvania since 2015. He is a member of the Democratic Party. During the 2014 election, he defeated a Republican incumbent Tom Corbett. After that, he was reelected in 2018 by a margin o 17.15%.

Before he was elected he was serving as  the Secretary of the Pennsylvania Department of Revenue from April 2007 to November 2008 and an Executive in his family business

Career

In 1985, he purchased The Wolf Organization together with his two partners. Moreover, during the Governor Robert P. Casey administration, Toom served as an economic development board and on the Pennsylvania Legislative Commission on Urban Schools.

In January 2007, Wolf was selected to be Pennsylvania’s secretary of revenue by then-governor Ed Rendell. This was after selling his company to a private equity group in 2006. He held that post in Rendell’s cabinet from his confirmation by the Pennsylvania State Senate in April 2007. However, he stepped down from the position after serving for one year in 2008.

Furthermore, in 2010, Tom had intended to run for governor of Pennsylvania. However, he later changed his mind in order to buy the Wolf Organization, which was in financial trouble. Wolf remained an executive with The Wolf Organization until he was elected governor.

Governor of Pennsylvania

2014 election

Tom declared his bid to run for the governorship of Pennsylvania during the 2014 election. During the campaigns, he pledged $10 million toward the primary election. With his contribution, he had the intention of raising $5million from his supporters throughout the state.

Moreover, he was the third candidate to declare his candidacy, following John Hanger of the Pennsylvania Department of Environmental Protection. In addition, Max Meyers, a Cumberland County preacher also was running for the seat. Apart from the three candidates, four other candidates later joined the race.

Moreover, by March 2014, several polls already suggested Tom was leading was at the forefront in the Democratic nomination. In addition, a Franklin & Marshall College poll conducted in late February 2014 showed Tom with a 27-point lead over his nearest competitor, Allyson Schwartz Moreover, a Harper poll showed him leading Schwartz by 26 percentage points, as did an additional Franklin & Marshall poll in late March 2014.

In the Fall of April and early May, he was attacked by a fellow candidate rob McCord. Rob attacked Tom for his association with controversial and former mayor of Pennsylvania, Charlie Robertson.

Furthermore, his campaign was also accused by Allyson Schwartz of copying his “Fresh Start” proposal from an energy equipment firm. Despite the assaults, according to a Muhlenberg College/Morning Call survey, Wolf maintained his advantage with 38% to Schwartz’s 13% and McCord’s 11%.

Moreover, during the primary, he faced Schwartz, McCord, and Katie McGinty. Despite the race being tight, he emerged the winner and he was the new nominee of the Democratic Party.

During the general election in November, he battled incumbent Republican Governor Tom Corbett. As the campaign entered its final two months, a number of surveys showed Wolf with a fluctuating but steady lead against Corbett. However, despite Combett working hard to close the gap as the election approached, Wolf maintained a commanding advantage in the contest. On November 4th, Tom was the one leading the election and he won the election with 54.9% of the votes. In addition, he is the first person to oust a sitting governor from 1968.

Tenure

On January 1, 2015, Pennsylvania Governor Tom Wolf assumed office. Soon after, after taking the office, he issued two executive orders prohibiting state personnel from accepting gifts and forcing outside legal contracts to be bid on.

His initial budget plan featured an increase in school expenditures, decreases in property and business taxes, and a new natural gas severance tax. Wolf vetoed a budget measure in July 2015 for the first time since Milton Shapp did so in 1976.

2018 election

Tom won re-election to a second term in 2018 and was unopposed in the Democratic primary.
On November 8, 2018, he beat Republican State Senator Scott Wagner in the general election, receiving about 57% of the vote.

He is the first Pennsylvania governor to win the election twice while losing both times in his home county since 1968. This was after a new state constitution permitted governors to run for consecutive terms.

Second term

After winning the election for the second term he signed a bill that was going to allow no-excuse mail-in ballot voting. On June 23, 2020, State Representative Daryl Metcalfe (R-Butler) and 24 co-sponsors introduced five articles of impeachment.

Wolf in House Resolution 915, alleging that he harmed Pennsylvania’s economy and exceeded his authority by unilaterally and unlawfully imposing mitigation orders during the COVID-19 pandemic.

The bill was forwarded to the House Judiciary Committee, but it never advanced. On September 14, 2020, District Court Judge William S. Stickman IV found that Wolf’s limitations imposed during the epidemic were illegal, violating the First Amendment right to free assembly.

However, Stickman was requested to delay his ruling by the state officials while they appealed, Wolf declined their request. Moreover, the decision was later stayed by the United States Court of Appeal for the Third Circuit, in order to allow the restrictions to resume.
