Ovidio Guzman Lopez popularly known as ”El Raton” or ”El Nuevo Raton” is a known Mexican drug lord and high-ranking member of the Sinaloa Cartel, a criminal group based in Sinaloa, Mexico. Lopez is the son of infamous drug lord Joaquin ”El Chapo” Guzman, once considered Mexico’s most-wanted drug lord and the world’s most-wanted criminal. Lopez has been involved in his father’s drug trafficking business since he was a teenager and has taken a prominent role in the Sinaloa Cartel following his father’s arrest. The United States Attorney for the District of Columbia empaneled a grand jury that formally indicted both Ovidio Guzman and his brother Joaquin Guzman Lopez on charges of taking part in a conspiracy to traffic cocaine, methamphetamine, and marijuana since 2008. The sealed indictment was filed on April 2, 2018. The Indictment was unsealed for the limited purpose of disclosure in an extradition proceeding pursuant to the Jencks Act on December 12, 2018. 2019 Capture and Release
Members of the Mexican National Guard shortly arrested Ovidio Guzman Lopez in Culiacan, Sinaloa, setting off several gun battles in the city on October 17, 2019. Heavily armed, cartel gunmen (numbering more than 700) threatened mass civilian deaths, including an attack on the apartment complex housing the relatives of the local military personnel. After hours, Ovidio Guzman was freed, with Mexican President Andres Manuel Lopez Obrador saying he supported the decision in order to ”prevent more bloodshed”. The following month, however, one of the officers who arrested Ovidio, identified as Eduardo N., was assassinated. Santiago Nieto, head of Mexico’s Unidad de Inteligencia Financiera, confirmed that the Government of Mexico froze Ovidion Guzman’s assets on May 8, 2020. It stated ”We have frozen the accounts of Ovidio and of 330 people linked to the cartel and have filed a complaint with the Prosecutor’s Office. We have also found irregularities.”
In January 2023, officials told Reuters that Mexican authorities had again arrested Lopez. Lopez was arrested in Jesus Maria The reports of his arrest were later confirmed by Mexican Defense Secretary Luis Cresencio Sandoval, who stated that the Mexican Army, National Guard, the Secretary of National Defense, and the Secretary of the Navy personnel had captured him. They also managed to successfully transport him to Mexico City, where Lopez was then taken to the offices of the Attorney General’s organized crime special prosecutor.
After the arrest, the U.S. Consulate and local residents in Hermosillo received reports of gunfire, roadblocks, and fires throughout the cities of Culiacan, Los Mochis, and Guasave as government forces fought against cartel fighters. Sinaloa Governor Ruben Rocha Moya called for the public to shelter in place. The Consulate reiterated the United States Department of State’s highest level of travel advisory cautioning over travel to Sinaloa.
