Roach was born to a father who was a military worker. He attended Eldorado High School graduating in 1975. He then joined Stanford University receiving a BA in economics in 1980 and later in 1986 earned an M.F.A. in film production from the University of Southern California.

He is married to musician/actress Susanna Hoffs of The Bangles and they together have two sons. Having been raised a Southern Baptist, Roach converted to Judaism before marrying Hoffs.

Roach also directed the HBO film Game Change about the 2008 McCain/Palin campaign which then premiered in March 2012 as one of the most-watched films in HBO history.
Game Change gave him his third and fourth win Primetime Emmy Award for Outstanding Directing for a Miniseries, Movie or a Dramatic Special & Outstanding Miniseries or Movie, as well as a Golden Globe and Peabody Award.
